ORCAS in ACTION Summer Road Trip Webinar Available On-Demand Now

First stop: NYC with a presentation by NYPD Lt Vincent Caprino and Rite Aid’s Douglas Horsting. Doug and Lt Caprino have developed and piloted an innovative program that has been very successful and expanded to all Rite Aid stores nationwide. The program is building a strategic partnership between Rite Aid, law enforcement, district attorneys, elected officials, local community businesses and leaders, with the primary intent to reclassify thefts as felonies and to target repeat offenders which results in higher conviction and incarceration rates. The effect is to dramatically decrease thefts and in NY, they are celebrating their 7000th arrest in three years!

Second Stop: Washington DC as we visit with Adam Parks and Freddie Taylor with Homeland Security Investigations (HSI). No one can argue the incredible support that HSI has provided in the war against ORC and they are not taking their foot off the gas as they continue to introduce more resources. They will provide a recap on a major gift card fraud investigation and review the recent launch of HSI.gov.

Third Stop: Idaho as Ed Fritz with ORCAID provides us with the ORC Western Conference Update. United in the movement against organized retail crime, retail and law enforcement professionals will be coming together for the 5th Annual Western States ORC Conference. Ed provides us with an update on the upcoming event which will be hosted from the eBay Headquarters in Draper, Utah.

And finally we head to New Mexico with Seargent Donnie Hix with the Bernalillo County Sheriff’s Department as we take a deeper dive into OPERATION QUICK TRADE, an undercover New Mexico ORC investigation involving 15 suspects in an umbrella of narcotics trafficking, money laundering, and racketeering. This investigation highlights the use of counter-theft analysis and technology, advanced intelligence strategies, and community empowerment methodically leveraged to dismantle an intricate criminal enterprise.

Vincent Caprino

NYPD Special Operations Lieutenant Vincent Caprino is both highly accomplished and recognized in the NYPD, having received over 80 Department medals. In 2023, he and his officers received commendations from the Bronx Borough President’s Office for their work and success. Lieutenant Caprino is also known to roll up his sleeves and give back to the community, working with local kids to help break the barrier between the youth and law enforcement.

Doug Horsting

Douglas Horsting is currently manager of ORC and special investigations at Rite Aid covering many areas including New York State. As a law enforcement liaison at Rite Aid he has piloted an innovative program, building a strategic partnership between Rite Aid, law enforcement, district attorneys, elected officials, local community businesses, and leaders to reclassify thefts as felonies, targeting repeat offenders to dramatically decrease thefts. Since his career began in ORC, he has been the recipient of over a dozen awards, most recently receiving the Rising Star Award presented by LP Hall.

Freddie Taylor

Deputy Assistant Director Freddie Taylor currently serves with the Office of Partnership and Engagement with Homeland Security Investigations (HSI) where he is responsible for coordinating and conducting outreach efforts with private sector entities, intragovernmental agencies, and key stakeholders to increase awareness of HSI. Throughout his career he has held several key leadership positions for HSI and Immigration and Customs Enforcement (ICE). He served as the acting executive director of the Office of ICE Facilities and Asset Management and the senior advisor to the ICE Deputy Assistant Secretary of Management. He has also served as the chief of staff and deputy assistant director of the HSI Office of Intelligence.

Adam Parks

Assistant Special Agent in Charge Adam Parks currently serves with HSI New Orleans, where in addition to his outstanding performance with HSI he has also served the community by co-founding the Louisiana-Arkansas-Mississippi-Alabama Organized Retail Crime Alliance (LAMAORCA) currently serves as an executive board member. With more than 20 years of experience working with the Department of Homeland Security he has held a number of essential roles and has received the 2018 Interdiction Award from the White House Office of National Drug Control Policy and the HSI Executive Associate Director’s Award for Cyber Crime.

Ed Fritz

Crime Prevention Supervisor Ed Fritz with the City of Boise Police Department is also chair with the Organized Retail Crime Association of Idaho (ORCAID). Ed spent 17 years in retail loss prevention before moving into public service as a law enforcement officer in 2013. He is also a law enforcement instructor at the College of Western Idaho and past president of the Idaho Crime Prevention Association. Ed is also a recipient of the LP Magazine Founder’s Award for his outstanding contributions to the loss prevention community.

Donnie Hix

Sergeant Donnie Hix with Bernalillo County Sheriff’s Department currently serves with the Property/Organized Crime Unit. With 19 years of law enforcement service to Bernalillo County in Albuquerque, New Mexico, he has more than 11 years of experience in field services division as a patrolman and patrol supervisor, and eight years of investigative experience as a detective and investigative unit supervisor. Sergeant Hix will discuss Operation Quick Trade, an undercover ORC investigation involving 15 suspects in an umbrella of narcotics trafficking, money laundering and racketeering.
