On June 13, 2019, the Panama City Beach Police Department responded to a reported shoplifting incident at Pier Park. When officers arrived on scene they noticed a group of females who matched the description of the suspects who then entered a vehicle and attempted to flee.
The women were soon apprehended and upon inspection of the vehicle it was discovered to contain over $7,000 in stolen merchandise. The suspects: Shanna Stroud, Tearsa Savage, Ashley Johnson, and Freneisa Carstarphen were charged with several counts of organized retail theft and possession of anti-theft countermeasure devices… My Panhandle
