ORCAS in ACTION WEBINAR: ORC March Madness 2025

The snow is melting and the Spring thaw is here—but that is not the only thing that is heating up! It’s time for our annual ORCAS in ACTION March Madness webinar on Thursday, March 27th from 2 – 3:30 p.m. Eastern Time. This year we are taking a jump shot with team DHS and dunking on the madness we are all seeing with these organized gangs and Latin American theft groups, looking at their origins, their journey to the US, their organized efforts across the country—and how we are getting them out.

We will then pass the ball to team HSI and take a fast break into the world of counterfeit goods, a discussion well-timed with a recent increase in counterfeit seizures and some huge cases breaking across the country. Throw in a few foul shots from the NEORCA sharing details on how they put together their upcoming ORC education event with 200-plus law enforcement and district attorney attendees; a three-pointer update from David Johnston at NRF on NRF’s ORC initiatives; and our equivalent of a t-shirt blaster as we throw a couple of prizes out to the audience as well, and this event should be a heck of a game!

Meet our Distinguished Panelists

Former DHS Special Agent Edward Dolan

Edward Dolan retired from the US Department of Homeland Security (DHS) as a Senior Executive with 22-plus years of service as a Special Agent and security expert. He was stationed in Central America for more than 14 years and has more than 17 years’ experience operating in Latin America leading DHS teams in counterterrorism, human smuggling and trafficking, biometric collections, drug smuggling, weapons and ammunition proliferation, money laundering, intellectual property rights, sex trafficking, and cultural artifacts smuggling interdiction operations and investigations. Edward last served DHS as the Central America Regional Attaché where he built historic DHS collaboration with the governments of Guatemala, El Salvador, Honduras, Belize, Nicaragua, Costa Rica, and Panama. He built the first successful biometrics program in the region, first regional border security operations, and built one of the largest DHS footprints overseas. Other significant positions held by Edward were HSI Special Agent, US Customs Special Agent, Immigration and Customs Enforcement Deputy Chief of Staff, HSI Operations Chief for Central and South America, and Army Officer. Edward has since joined the ANDE Team to help bring the ANDE solution to defense agencies, the intelligence community, and national governments.

HSI Special Agent Alan Prejean

Homeland Security Investigations Special Agent Alan Prejean is currently assigned to the Border Enforcement Task Force, Southshore in New Orleans, Louisiana. Prior to this assignment, SA Prejean served as HSI Deputy Attaché in Casablanca, Morocco and was a Group Supervisor in the HSI Albuquerque, New Mexico office. SA Prejean also served in the HSI Baton Rouge, Louisiana office working various investigations involving child exploitation, intellectual property rights, human trafficking/smuggling, and serving as the Acting Resident Agent in Charge for over three years. Prior to his Baton Rouge assignment, SA Prejean was assigned to the HSI Gulfport, Mississippi office where he specialized in intellectual property rights investigations. While assigned to HSI Gulfport, SA Prejean was the case agent of “Operation Spring,” an intellectual property rights investigation that led to the first joint undercover operation in history involving the US and China.

Adam Berg, NESPIN

Adam Berg, NESPIN Criminal Intelligence Research Specialist, has been providing investigative support for law enforcement to track and dismantle organized retail theft rings in and around the New England region for over seven years. Adam was named the Loss Prevention Hall Awards’ 2020-2021 Law Enforcement Partner of the Year. Adam’s prior training and experience serving with the Massachusetts Army Counterdrug program and as an embedded Afghanistan National Police foreign advisor has helped him to bridge intelligence and investigative gaps while working with government and non-government organizations to achieve a common goal. He was awarded the Legion of Merit, one of the Department of Defense’s highest awards, and continued to work in positions of increased responsibility, culminating as a Senior Analyst and retiring after 22 years of active military service. Adam is currently a New England Organized Retail Crime Alliance (NEORCA) board member, and continues to connect the law enforcement, intelligence, and retail communities to combat and suppress ORC activity within the New England states.

Ken Spurling

Ken Spurling, CFI, is president of the New England Organized Retail Crime Alliance (NEORCA) and senior district asset protection manager for SEPHORA. Ken has served as a board member with NEORCA since its inception in 2013 and has served as president for the past 9-plus years. He has served as a loss prevention industry professional for more than 32 years, holding positions with several national retailers during his tenure.

David Johnston

David Johnston is vice president of asset protection and retail operations for the National Retail Federation. In his role, he leads initiatives and member programs focused on asset protection and store operations, facilitating engagement across the industry, and promoting best practices and policy initiatives around crime, violence, loss, and issues challenging the profitability of retail store operations. He regularly speaks at industry and professional events in support of advocacy and industry issues and serves as a board of advisory member for the LPRC.
