Current Cybercrime Trends and Tactics
US Secret Service (USSS) Special Agent Derek Booth will brief attendees on many of the current cybercrime trends and tactics the Secret Service is seeing and the organizations countermeasures that work or not work these days. He will also discuss how their Cyber Fraud Task Forces work around the world and the different resources the USSS uses daily. Attendees will be able to ask questions and discuss needs related to the trends and tactics attendees are experiencing.
Special Agent Booth is one of the founding members of the Mountain West Cyber Fraud Task Force (MWCFTF) in Denver, Colorado. The MWCFTF consists of roughly 200 members of federal, state, and local law enforcement, private business, and academia partners supporting regional cybercrime investigations. He has been working in the cyber world for the past ten years as a forensic examiner of computers, cellphones, and skimmers. He was recently promoted to the Supervisor of the MWCFTF. Booth started working for the USSS in the New Haven, Connecticut, office in 1999, and spent five years protecting President George W. Bush and his family. He has also been assigned to the Denver 2008 Democratic National Convention, John McCain, Sarah and Todd Palin, Mitt and Ann Romney, Bill and Hillary Clinton, and Bernie Sanders protection details.
Retail and State Attorney General Collaboration on ORC Legislation
Rob Karr will discuss how the Illinois Retail Merchants Association (IRMA) and Illinois Office of Attorney General (OAG) have collaborated to create a comprehensive legislative package to address organized retail crime. This includes how the proposal creates and specifically defines a violation of ORC, deters smash-and-grab thefts, deters supply chain thefts, reduces a criminal’s ability to avoid prosecution, provides the AG the use of the statewide grand jury to prosecute ORC, provides dedicated enforcement resources, addresses online fencing rings, and enhances public-private coordination.
Karr is the president and CEO of the Illinois Retail Merchants Association. He currently serves on the Employment Security Advisory Board to the Illinois Department of Employment Security, the Illinois Workers’ Compensation Advisory Board to the Illinois Workers’ Compensation Commission, the Illinois Attorney General’s Franchise Advisory Board, the Illinois Department of Public Health’s Food Safety Advisory Committee, and the Illinois Department of Commerce and Economic Opportunity’s Low-Income Energy Assistance Program Policy Advisory Council. In 2009, Karr was appointed by then-Governor Pat Quinn to serve on the temporary Pension Systems Modernization Task Force.
Using Research and Analytics to Combat ORC
Cory Lowe, PhD with the Loss Prevention Research Council (LPRC) will discuss how science is being used to combat organized retail crime—using research and analytics to identify opportunities, address ORC trends, and build strategic plans to support collaboration, mitigate losses, and enhance investigative productivity. He will discuss current research projects and the results of a recent ORC survey, as well as the LPRC organized retail crime working group’s efforts in the campaign against ORC.
Lowe is currently the senior research scientist and the innovate team leader with the LPRC. He earned his PhD in criminology, law, and society from the University of Florida and currently directs the ORC working group, the product protection working group, and the data analytics working group with the LPRC. Lowe works with retailers, solution providers, manufacturers, and other industry partners to conduct rigorous research and evaluations to advance the science and practice of evidence-based and problem-oriented loss prevention, asset protection, and profit enhancement.
License Plate Recognition Technology in ORC Investigations
Oscar Nunez, chief product officer, and Stephen Nethery, chief revenue officer, for technology company insightLPR will explain the benefits of using license plate recognition (LPR) technologies in the fight against ORC. Research has shown that collecting and sharing strong evidence in retail crimes can assist in the prosecution of ORC rings and their perpetrators.
