Retail losses due to external theft continue to rise, and a major reason is that those people involved in retail crime can continue with little fear of significant punishment. If the crimes they are committing are not listed in the “violent offense” category, few will ever see the inside of a prison due to prison overcrowding. The end result is retail loss prevention organizations continue to deal with the same people over and over again.
