In addition to our ORCA spotlight update from NMORCA, and a great debrief of ORC efforts led by the FBI, we have not one but two play-of-the-day presentations:

“Building and Cultivating a L.E. Organized Retail Crime Unit” presented by Sgt. Ryan Delaney of the Chicago Police Department ORC Task Force. Task Force Sergeant Ryan Delaney will share several investigative successes by the task force—and discuss creating an ORC investigative unit in a large department—with topics including recruitment measures, team building, and cultivating relationships with retail establishments and investigators.

“Points of Prosecution – Local, State, and Federal Partnerships to Fight ORC” presented by Adam Berg, Criminal Intelligence Research Specialist for ORC – NESPIN. From city ordinance violations to federal prosecutions and asset forfeitures, ORC success is driven by private and public partnerships at the local, state, and federal levels, sometimes looking at things a little differently to get the main goal of shutting down these criminal networks. Join Adam as we look at why the federal government should support this case with its resources, and how the collaboration has developed some great cases to share.

Our Presenters:

Sgt. Ryan Delaney: As a member of the Chicago Police Department for 19 years, Sgt. Delaney has held several positions including as a Police Officer in the gang unit for 10 years, and as a Homicide Detective for 4 years. Sergeant Delaney is currently assigned to the Detective Division and created Organized Retail Crime Task Force in 2021.

Scott Pethuyne is a Sr. Analytics Solution Consultant with Zebra Technologies. Prior to joining Zebra, he spent over 12 years in retail asset protection. In his current role, he works with retailers to show how they can use Zebra’s analytics and inventory software solutions to combat fraud, improve accuracy and execution, and strengthen profitability.

Adam Berg, NESPIN Criminal Intelligence Research Specialist, has been providing investigative support for law enforcement to track and dismantle organized retail theft rings in and around the New England region for over seven years. Adam was named the Loss Prevention Hall Awards 2020-2021 Law Enforcement Partner of the Year. Adam’s prior training and experience serving with the Massachusetts Army Counterdrug program and as an embedded Afghanistan National Police foreign advisor has helped him to bridge intelligence and investigative gaps while working with government and non-government organizations to achieve a common goal. He was awarded the Legion of Merit, one of the Department of Defense’s highest awards, and continued to work in positions of increased responsibility, culminating as a Senior Analyst and retiring after 22 years of active military service. Adam is currently a New England Organized Retail Crime Alliance (NEORCA) board member, and continues to connect the law enforcement, intelligence, and retail communities to combat and suppress ORC activity within the six New England states.

The Federal Bureau of Investigations’ Supervisory Special Agent Doug McKelway and Management and Program Analyst Jamie Fallowfield lead the FBI’s major theft program from FBI headquarters in Washington, DC. They determine strategy and manage the budgets for the major theft investigations across the FBI’s 56 field offices. The FBI major theft program includes organized retail theft, cargo theft, major vehicle theft, oil and gas theft, and jewelry and gem theft. McKelway and Fallowfield will discuss the FBI’s strategy for investigating organized retail theft, trends they are observing across the country, and how members of the retail industry can work with the FBI. They will also present a case study from a field office’s organized retail theft investigation.
