This virtual ORCAS in Action Fall Summit is part of that ongoing loss prevention industry fight against organized retail crime (ORC). Everyone is urged to join together to learn more from top industry leaders and subject-matter experts about ORCAs, how they operate, the essential work that they do in communities across the country, and how you can get more involved in these critically important public/private partnerships.

Dissecting Success: An Inside Look at Operation Bleeding Edge

Join us as investigators review Operation Bleeding Edge, including how the case came together and the cooperative efforts necessary to build the largest ORC case in the history of the state of Colorado. As the operation unfolded, 16 retailers were involved, along with 58 federal, state, county, and city law enforcement team members. Thefts were linked to Colorado, Minnesota, Texas, and Arizona. The case resulted in more than $7 million dollars in stolen merchandise recovered.

Nathan Bandaries

Nathan Bandaries is currently the corporate organized retail crime manager for Albertson’s Companies. He has 28 years of loss prevention and asset protection experience working for several different retail operations and more than 16 years as an ORC investigator. Follow The Money: Recouping ORC Losses through Improved Recoveries

This session will examine the process of ORC recovery and the success in mitigating the financial loss and impact that ORC has across the retail organization. As crime continues to increase and with many jurisdictions having loosened the sentencing guidelines, ORC recovery may be a tool to make a financial impact and statement in offsetting the losses that result from ORC as well as preventing future losses.

Mike Combs

Mike Combs is currently director of asset protection for The Home Depot where he leads a team of highly experienced investigators driving organized retail crime detection and prosecution. He also oversees a centralized team of investigators aimed at resolving complex internal theft and fraud. Combs has also previously served as director of loss prevention at AutoZone and at Macy’s where he was a regional director for the southeast. He has more than 29 years in asset protection and loss prevention leadership experience in supply chain, stores, and corporate roles.

The Carrot and the Hammer: The Education and Treatment Bargaining Chip for Stricter ORC Sentencing

Does education and treatment provide the opportunity to expand programs supporting social responsibility while also offering a path to harsher sentencing for ORC? Join us for a discussion looking at how communities are considering education for first time and low-level offenders as an offset to pushing for more severe sentencing for high value crimes and frequent offenders.

Mark Johnson

Mark Johnson is senior vice president of policy and government affairs at the Washington Retail Association. He has served from the political stage for the past 34 years, working as a US Senate intern, a legislative assistant for the Washington State Senate, legislative liaison for the Washington State Department of Social and Health Services, deputy director at the National Federation of Independent Business (NFIB), and in his current role lobbying on behalf of businesses in Washington with the goal to protect and grow the retail industry.
