Two suspects in a California Bay Area-wide organized retail theft ring have been arrested again, authorities said Friday. Rudy Obdulio Rivera, 44, and Mercy Folgar Sandoval, 42, both of Pacifica, were out on bail when crime suppression unit detectives caught them trying to set up a new stash house in Daly City early Thursday morning, according to the San Mateo County Sheriff’s Office.
