Suspect Stopped in Her ORC Theft and Return Scheme

On the morning of July 9th, a “suspicious vehicle” near the Home Depot in Lincoln caught the eye of a Lincoln Police officer. Although no one was in the vehicle, its windows were rolled down and the keys were still in the ignition. A further look resulted in the discovery that the vehicle’s registration had expired

33-year-old Jacqueline Navas then came up to her vehicle, pushing a shopping cart from Lowe’s. Other “new home improvement type items were inside the vehicle.” With her consent, the officer searched Navas’ bags. They contained two ID cards, Lowe’s gift cards, and “instruments commonly used to remove security devices.”

It turns out that Navas had an active warrant for petty theft and was arrested. In her car officers discovered, among other things, other new items from home-improvement stores, as well as numerous gift cards and a security device removal tool.

The game Navas worked involved having other people stealing items that she would then return for cash refunds. When the initial officer came upon her, the Home Depot in Lincoln would not respect her “return” and that is why she had the new items still in her cart. Navas was arrested for possession of stolen property, possession of burglary tools, and organized retail theft and booked at the South Placer Jail…  Crime Voice
